Your on the right track man, but you gotta put a bit more time in it, Ive made a few zombie renditions of friends and family and the burn and dodge tool are the main thing i use, keep the strength settings low though and go over it afew times instead of burning too much.
if you want to try a few things, try using the sponge with a big brush size and desaturating the photo a bit, makes the skin look more clammy and less blood in it, you could also select the whole head (no background) and try changing the hue slightly to get a hint of green and yellow if you want a more rotten effect.
anda tip for the eyes, dont clone the white out, use the dodge tool with ythe brush size the same size as the iris(?), that way you get the white eye with just a hint of darkness, sort of like dawn of the dead. when you get better you can also try rippin off images from google of people who have busted there legs or arms open and try merging real wounds onto your image using the magic background erasr and image adjustments.
Im hoping to post a full tutorial on this site of how i did my ones. but until then keep tryin out different things, best way to learn.
